Each city has a “Public Trustee” who can help you administrate your estate, who will pay off the debts of the deceased person, with their funds. Visit the Public Trustee website at: http://www.pt.qld.gov.au/ and the legal aid service in most jurisdictions produces a Law Handbook which includes a section on deceased estates and wills.

Generally if a deceased person has more debts than assets the person's estate is said to be insolvent but the Public Trustee will be able to give you more info in relation to this.
